I noticed ACT stopped working after that, so I decided to do a fresh reinstall of ACT and Kagerou (and I followed the github setup guide to the T). Unfortunately, nothing seems to have fixed it.

The ACT hp bars don't, though. The only other difference I can tell between borderless and fullscreen is that I get about 10% higher fps in fullscreen. I have very limited knowledge with this, but from what I understand if you're using the ffxiv act websocket plugin to get an overlay, it won't work in full screen.

Advanced Combat Tracker not working correctly. My ACT had some sort of corruption, basically forcing me to re-install the whole thing. I used to have Kagerou and the dps was in yellow and blue writing (pic). I can't get that dps to show, after removing my old ACT i don't seem to have a folder on my Desktop anymore also.
